HELP!penis skin problem!any dermatologist or doctors??

I recently started to get an itching sensation on the underside of my penis.i have very rough hands and if i masturbate this has sometimes happened in the past but always goes away.however this time it still persists and also i found the skin of the itching are to be very wrinkled and sort of cluster together and is loose.it is most pronounced when flacid.I recently did some reserch and fear it might be genital warts.but i don not have any bleeding or discharge and also the itching is not persistant through out the day.Last sexual contact was about six or more months ago|||You are right to ask for a doctor or dermatologist, but the best way to diagnose a skin condition is to examine the area.
